Paper presents thc scientific progress in water balance control on rural areas. The research results give the possibility to regulation of water balance elements with the application of direct field measuremcnts as well as with the use of modern physical mathematical modelling methods of water flow and water retention. The regulation of water-airconditions in organic soils needs detailed recognition of plant water requirements and conditions of water flow in such soils, including preferential flow. The space regulation of water balance eletnents requires the monitoring of water conditions in the representative points of given area. The proper regulation of water conditions by control drainage is possible using the ground water level norms for given plant species. New objectives and rules of forest management arising from the environmental protection create new technical and scientific water management problems. The significant progress is observed in estimation of water requirements for individual trees as well as for the forest complexes under changing climatic conditions.
