PL

„Strategia rozwoju województwa kieleckiego" opracowana została w 1996 roku na zlecenie Urzędu Wojewódzkiego w Kielcach. Autorzy tej strategii to zespół Instytutu Gospodarki Przestrzennej i Komunalnej z Warszawy oraz zespół miejscowy. Strategia zawiera: diagnozę prospektywną stanu istniejącego, cele rozwoju, zadania strategiczne w układzie podmiotowym oraz programy wojewódzkie. Wyniki prac zostały pozytywnie zaopiniowane przez Sejmik Samorządowy Województwa Kieleckiego. Potwierdziło to przydatność metody planowania strategicznego, opracowanej przez E. Wysocką i wykorzystywanej przez zespół Instytutu Gospodarki Przestrzennej i Komunalnej do opracowania strategii rozwoju w skali województwa. Opracowanie takiej strategii ma być jednym z podstawowych zadań sejmików nowych dużych województw rządowo-samorządowych. Strategia rozwoju powinna stanowić niezbędny materiał wyjściowy do prac nad planami zagospodarowania przestrzennego województw.

The strategy of development for Kielce Voivodeship was worked out in 1996 on the commission of the Voivodeship Office in Kielce. The authors of this elaboration were two co-operating with each other teams: -team of the Institute of Physical Planning and Municipal Economy from Warsaw, directed by Elzbieta Wysocka (Prof. PhD); -team consisting of representatives from: governmental administration, self-governments from communities, economic subjects and scientific socie-ty of Kielce Voivodeship, directed by Jozef Winiarski, the Voivode of Kielce and afterwards by Adam Sosnowski; The strategy of development for Kielce Voivodeship was positively given the opinion by the Self-governmental Seym of Kielce Voivodeship in the Act dated July 1, 1996. The methodology and the results of works on the strategy of development for Kielce Voivodeship were discussed in the article as follows: -methodical assumptions and course of works on strategy; -prospective diagnosis of present state concerning external and internal conditions, development problems in the set of three spheres: social, productive and ecological and in the technical infrastructure; -chances and threats in the development of Kielce Voivodeship; -purposes of development; -strategical duties in the subjective attitude; -voivodeship programmes. It was underlined in the conclusion that: -method of strategical planning worked out by E.Wysocka and used in practice by the team of the Institute of Physical Planning and Municipal Economy is useful in the preparation of development strategy in the regional scale; -applied method of strategic planning may be and it should be used to the preparation of development strategy in new, big voivodeships what (in accordance with the project of act on voivodeship self-government) is going to be the one of basic duties of voivodeship seym; -elaboration on development strategy should precede and constitute the necessary introductory material for the works on the studies for spatial management in voivodeships and regional plans or plans of spatial management of voivodeships in the future; -in the works on strategy of voivodeship development at the present moment and in the future, the team consisting of representatives of territorial self-governments on all levels (representing particular functional-spatial units and problem areas) of united and special governmental administration, organizations for economic subjects and scientific societies - should participate.
