The regionalisation of agricultural policy should aim to equalize the chances for people living in spatialy differentiate circumstances. We obtained four criteria, fully characterizing the regions in respect of the productive potential. To choose the regions which are delayed in development, only two criteria were proposed: the density of population in the country and the relative migration of country people. It was assumed that the regionalisation of agricultural policy should be realized progressively. That is why only two regions were choosen in the first part. In the next parts of the regionalisation of agricultural policy there was a propose of increasing the number of criteria qualifying a region to the group which need help. It was also pointed at the need of realising similar calculation relating the communes, not just the regions.
