Artykuł omawia zmiany w systemie ocen oddziaływania na środowisko w Polsce wynikające z postanowień ustawy z 7 lipca 1994 r. o zagospodarowaniu przestrzennym. Zaprezentowane zostały rozwiązania prawne, jakie będą obowiązywać w sprawach prognoz skutków wpływu ustaleń miejscowych planów zagospodarowania przestrzennego oraz ocen oddziaływania na środowisko na tle i w celu realizacji zasad zrównoważonego rozwoju. Prognozy skutków wpływu są formą oceny oddziaływania planu zagospodarowania przestrzennego na środowisko.

The implementation of the principles of sustainable development is based on, among other things, rationalization of the physical planning policy, both on the national, regional and local levels. Decisions taken frequently determine the ultimate choice of directions in physical development or the localization of specific projects, more often than not those that have a significant negative effect on the environment and human health. These hazards should be eliminated at at the earliest possible stage of project planning or design work. An essential role in such preventive actions is played by predictions of the effects of provisions of local physical plans on the natural environment and environmental impact asscmcnts. This articles discusses changes in the system of environmental impact assessments, valid in Poland since 1980, pursuant to the provisions of the Physical Planning Law of July 7, 1994. article presents legal schemata which are binding for predictions of the effect of the provisions of local physical plans and environmental impact assessments against the background of and for the purpose of the implementation of the principles of sustainable development. The article describes the grounds for preparing predictions of the impact of provisions of local physical plans on the natural environment and the conditions which they should meet as well as changes in the so far applied localization procedures. It also reviews environmental impact assessments in the process of obtaining a building permit, and environmental impact assessments carried out for the existing building structures or their complexes.
