System angażuje licznych uczestników instytucjonalnych na trzech głównych poziomach zarządzania: centralnym, wojewódzkim i gminnym (i pomocniczo urzędy rejonowe - w przyszłości powiaty). Koncepcja systemu polega na tworzeniu odrębnych podsystemów dla poszczególnych organów oraz sprawnych powiązań między nimi.

Physical Planning Law of July 7, 1994 sets out the national physical planning and key agencies in this process. It identifies their respective roles, responsibili- mutual co-operation channels. These agencies represent three major levels of lent: national, provincial (voivodship) and local (gmina) as well as the additional areas. The physical planning system is a tailor-made decision-making system supplied by ormation used by planners. The system consists of separate subsystems regulated by different agencies which maintain a high level of co-operation. The major assumptions are relative autonomy of subsystems and good communication. The separate subsystems are: - Community Planning Information System - Provincial Planning Information System - Ministry of Physical Planning and Construction Planning Information System It is absolutely vital that the system be standardised and have some general guidelines to ensure efficient links between subsystems. In this context, subsystems managed by different agencies may be established fairly independently.
