The Study is developed by the Regional Planning Office. The major objective of the exercise is to transfer national planning policies to the regional level and to set regional physical planning policies which would meet the needs of local communities in the area. The methodology adopted for the Study is: 1) an open and flexible approach, 2) parallel strategy development, 3) presentation of current situation, goals and planning procedures for all planning strata, i.e. natural, cultural, social, economic and infrastructure. The National Planning Guidelines were used while pursuing the first objective. First, the region's delimitation was performed (fig.l) and the current status was diagnosed. The diagnosis covered the following strata: natural, cultural, social, economic and infrastructure, including transportation. For each of them, external and internal factors were considered. External factors were further divided into international, national and regional. The strongest focus was on the regional aspects. Consideration was given to the decreasing population growth rate, settlement structure and urban development problems (in Poznań and other cities in the region) such as depletion of housing resources, urban sprawl, industry and agricultural characteristics, tourism and recreation, condition of infrastructure. Finally, findings of the initial phase of the project are presented and they relate both to the methodology and spatial solutions to be adopted in the final policy document. The first draft entitled The Planning Policy for the Poznań Region – Poznań Region 2000 Plus is illustrated in fig. 2.
