Przekształcenia społeczno-gospodarcze w Polsce powodują niejednokrotnie konieczność poszukiwania nowych podstaw rozwoju lub wzbogacania istniejących. Między innymi władze samorządowe Sanoka postanowiły rozważyć możliwość takiego rozwoju funkcji turystycznej, aby mogła ona odegrać istotną rolę w gospodarce miasta. W artykule zaprezentowano wybrane elementy opracowania na temat kierunków turystycznego rozwoju Sanoka. Na tle funkcji turystycznych miasta przedstawiono założenia polityki rozwoju turystyki, preferowane formy turystyki oraz konsumentów oferty turystycznej miasta. Główne nurty polityki przestrzennego rozwoju turystyki sformułowano w stosunku do turystyki przyjazdowej i wypoczynku mieszkańców. Zaproponowano, aby główną osią rozwoju stała się sanocka kolekcja ikon wzbogacona o tzw. szlak ikon.

The major functions of Sanok, apart from the residential function, are administration, industries and service. The limited importance of tourism as a complimentary function results from a rather peripheral location of Sanok, which is remote from major communication routes (Fig. 1), still unexplored opportunities of the location on a route to the Bieszczady mountains and Lake Solina (Fig. 2) as well as from hitherto limited interest of the city authorities in tourism as an industry. Tourism must not be viewed as a function which is going to take the lead in the future. However, it is legitimate to expect tourism to become an equally relevant proposition for the city. Sanok ought to attract both domestic and foreign tourists, develop cultural tourism and leisure activities. The objective is to increase the length of stay in Sanok. It is accepted that the city should develop tourist facilities and promote the core attraction, i.e. its collection of icons. However, other types of tourism need to be added to the core cultural focus. The tourism development policy should meet the following objectives: -Maintain and expand existing types of tourism in the region; - Capture some of the transient Bieszczady tourism; - Improve local offer to extend the tourist season; - Link tourism to the icon route which should develop into one of Europe's cultural theme routes if promoted locally, regionally and in the Carpathian Eurorcgion (Fig. 3); - Develop accommodation and support facilities for visitors in the city (Fig. 4); - It is estimated that the collection of icons is the biggest potential for Sanok to become a tourist destination for the region, the whole of Poland and abroad. Physical planning should focus on the following objectives with the view to enhancing tourism and leisure opportunities for the Sanok population: - Improve facilities in the vicinity of residential areas; - Facilitate leisure in the city (Góra Parkowa, banks of the river san); - Facilitate leisure in the suburban areas, in the region and elsewhere. Physical planning must be translated into specific action plans developed by local authorities, with the view to develop tourism.
