On the background of European Union member states Poland belongs to the group of countries with higher than average level of exposure to social exclusion. According to the EUROSTAT estimates, in 2013 Poland's population at risk of poverty and social exclusion represented 25.8% of all citizens. The aim of the paper was to analyze the organizational and legal solutions in the Polish health care system, which are intended to provide access to health services for people at risk of social exclusion. Overview of legal solutions shows that a relatively high level of protection was provided to all social groups. Both the constitutional provisions and laws form the basis for medical coverage for all citizens. Another problem is the practical implementation of legal solutions, which implies restrictions on the access to services for the homeless. Analysis of secondary data available from the Social Diagnosis indicates the strong impact of the financial factor as defining the ability to fully benefit from the protection of health. In the case of of pharmacological treatment and dental percentage of people declaring difficult access to treatment fluctuates within 15-16%
