The level of security in public space depends on the functioning of administration on a government and local self-government level, as well as on the activity of the local community. The provisions of the legal acts is where the state sets out the organisations/authorities responsible for shaping its security. The law specified the discretions of the individual organisations/authorities, their rules of operation, and rights and obligations in this respect. The legal state is a formal guarantee for maintaining a relevant level of security in the public space. Polish legislation has many acts that directly address security. Apart from legal regulations, it is evident no standards are developed that would clearly specify the basic requirements for ensuring security on the local level. This applies both to the lack of standards specifying human and infrastructure resources for the individual bodies responsible for local public security. The level of availability of security is established by means of indicators, security parameters, and perceived security estimates that are based on them.
