Celem artykułu, zawierającego krytyczne refleksje związane z mechanizmami rządzącymi spójnością terytorialną, jest ukazanie możliwości jej pogłębiania oraz dylematów i obaw dotyczących skutecznego wdrażania tej koncepcji w polskich realiach. Na tle zasadniczych przesłanek i symptomów decydujących o rosnącej randze oraz wyjątkowej aktualności problematyki spójności terytorialnej przedstawiona została jej geneza, główne wymiary oraz zasadnicze różnice między podejściem terytorialnym a sektorowym. Artykuł, zredagowany na podstawie literatury przedmiotu, aktów prawnych i innych dokumentów, ma charakter przeglądowy, wprowadzający do pogłębionej dyskusji. Jej punkt wyjścia stanowić mogą pytania i postulaty dotyczące polityki rozwoju regionalnego w Polsce, w szczególności wykorzystania nowych instrumentów UE sprzyjających integrowaniu rozwoju.

The aim of the article containing critical reflections related to the mechanisms governing territorial cohesion is to show the possibilities of deepening and dilemmas and concerns regarding the effective implementation of this concept in the Polish realities. Against the background of the primary motivations and symptoms of determining the growing rank of news and outstanding issues of territorial cohesion, it presented its genesis, the main dimensions and the fundamental differences between territorial and sectoral approach. The article, written on the basis of literature, legislation and other documents, is a review, introductory to in-depth discussion. It can be a starting point questions and demands for regional development policy in Poland, in particular the use of new instruments to promote integration of the EU’s development.
