The article focuses on presenting the health policy of the European Union, including the international research, whose experience was the base of current legislation, which in term will affect the situation of the Polish health sector and its major components, especially between the health status of society a country's development objectives. Because of government's concern of reaching financial obligations to foreign partners in the event of opening the EU market of treatment (medical tourism), deals with finding answers to the question of whether Poland is available that allows the instruments to highlight specific areas of healthcare spending, as well as how to measure correlation between expenditures on health and the level of social development.
