Two aspects have been taken account of as the population-related problems of gminas have been considered: - the potential of the population in the quantitative aspect, - the potential of the population in the qualitative aspect. In fact, a great many gminas are seen to face difficulties of a demographic nature. The actual depopulation of certain local authority areas has also been noted, as a factor almost bound to limit their economies. The process is only likely to intensify on account of the ageing of the population. Qualitative changes in demographic processes in turn demand that economic growth should precede demographic development. On account of this, regional policy is seen to be a very important factor underpinning proper demographic development.
