Monitoring data reflecting the pollutant levels are one of the elements of evaluation of air quality, likewise inventories of pollutant emissions released to air. The Katowice Province has operated a modern automatic network called Regional Air Pollutant Monitoring System since spring 1993. The network is the first instance of Polish implementation of the World Bank Program, Environmental Management Strategy — Air Quality Monitoring. Although air quality has improved in Katowice Province, there are incidents when pollutant concentrations exceed some standards. That is why efforts have been made to prepare the Monitoring System to detect alert conditions. The authors deal with adjusting the automatic air pollutant monitoring system to operate in alert conditions and discuss proposals for operational procedures during alerts.

The article discusses the current state and drafts of legal solutions regarding the international aspect of air pollution, in particular the presence of heavy metals in the air. These issues are regulated by conventions approved by EU countries, mainly the Convention on Long Range Transboundary Air Pollution, supplemented with additional protocols, including the Sulphur Protocol (on reduction of SO₂ emissions) and the Protocol on Nitrogen Dioxides which imposes stabilising nitrogen oxide emissions at 1987 levels. The next protocol in the Convention will cover heavy metals. In Poland, heavy metal emissions to the air can be reduced by improved performance of dedusting equipment in heat plants, decreasing the number of stoves in residences, improved quality of stove coal and replacing it with natural gas.

Badania nad stanem sanitarnym powietrza w Siedlcach przeprowadzono w roku 1998. Aby zobrazować ten stan wykreślono mapę lichenoindykacyjną dla tego miasta. Wykorzystano do tego celu gatunki porostów rosnące na korze drzew przydrożnych i leśnych, charakterystyczne dla odpowiednich stopni skali biologicznej. Na terenie Siedlec wyróżniono 4 strefy wegetacji porostów, a wśród nich dwa fragmenty pustyni porostowej. Występuje ona w centrum miasta oraz w okolicach zakładów przemysłowych. Największy obszar zajmuje strefa II, która odpowiada 2. i 3. stopniowi skali biologicznej. Korę drzew zasiedlają tu jedynie pospolite w skali kraju porosty skorupkowate, jak: Lecanora conizaeoides, Scoliciosporum chlorococcum, Buellia punctata. Niewielki teren zajmuje strefa najczystsza w Siedlcach (IV). Charakteryzują ją epifity porostowe należące do 5. stopnia skali biologicznej, np.: Hypogymnia physodes, Parmelia sulcata, Evernia prunastri, Physcia stellaris, Melanelia acetabulum itp. Występuje ona jedynie w lesie Sekuła w południowej części miasta.

Environmetalists from all over the world stand for balanced development. In the case of transport, this means a system of balanced mobility, in which the movement of people and goods functions from generation to generation, without exhausting the raw materials, energy sources and the environment, which all belong to each generation. That is why public means of transport should prevail. The very nature of the mass motorization of society contradicts sustainable development. Quoting a Greenpeace report, the author provides evidence that no human activity pollutes the environment to the same degree as the use of automobiles.

Due to extension of the Polish National Environmental Monitoring System, particularly the air pollution monitoring network, taking account of observations and measurements made in neighbouring countries is becoming increasingly important. The article presents the current research on air pollution in Slovakia and the monitoring system adopted by this country. Earlier studies on air pollution in Slovakia, the principles and organizational structure of the system which is being established, and the prospects for transboundary cooperation are discussed.
