Katowice Province is one of the areas in Poland where excessive exposure to noise occurs. It is produced by excessive urbanization, high density of outdated industry, and a transport infrastructure which has not been modernized for a long time. Noise levels exceed permissible standards and are increasing. Noise abatement measures should be based on an acoustic plan of the area. The article presents guidelines for preparation of such a plan and also study results.
Monitoring data reflecting the pollutant levels are one of the elements of evaluation of air quality, likewise inventories of pollutant emissions released to air. The Katowice Province has operated a modern automatic network called Regional Air Pollutant Monitoring System since spring 1993. The network is the first instance of Polish implementation of the World Bank Program, Environmental Management Strategy — Air Quality Monitoring. Although air quality has improved in Katowice Province, there are incidents when pollutant concentrations exceed some standards. That is why efforts have been made to prepare the Monitoring System to detect alert conditions. The authors deal with adjusting the automatic air pollutant monitoring system to operate in alert conditions and discuss proposals for operational procedures during alerts.
Restructuring industry in Katowice Province stirs up much controversy about the way it is implemented. The projects presented so far have not included solutions of necessary social issues resulting from unavoidable job transfers to which some workers object strongly. Previous actions have sometimes been inconsistent. The Bobrek steelworks in Bytom, a yet unsolved issue, discussed for two decades, is an extreme example of negative environmental impact. In this paper, the author presents his own concepts on restructuring.
In Katowice Province, air pollution monitoring has been carried out by the State Sanitary Inspectorate since 1958. Annual concentrations of some contaminants are many times higher than permissible levels, especially in large industrialized urban centers. There are especially high contaminations of carbon monoxide, nitrogen oxides and suspended dust containing lead and benzopyrenes. Concentrations of most these substances exceed permissible twenty-four hour standards many times. Air quality in the region of Silesia might be improved by modernization of industry, but replacement of coal-fired furnaces by gas or electric ones is also required.
The state of the environment in Silesia requires methods of agricultural production different from those needed in other parts of Poland. Although Silesia is an industrial region, half of its area is used for agricultural purposes. Most of the arable land in the central part of the province is directly affected by industrial emissions. Boundary areas in Silesia are more polluted than arable areas in the rest of Poland. 49 per cent of the arable land is suitable for cultivation of all plant species, large-leaved edible and fodder plants should not be grown on 43 per cent of the arable land, and 8 per cent of the land in not suitable for planting any edible or fodder plants.
