From 1 May of 2004, when Lithuania becomes member of the EU, the opportunity for Lithuania to benefit from European Union structural assistance became realistic in 2004–2006 Single Programming Document (SPD)and the Cohesion Fund Strategy for 2004–2006. The whole of this period, support for the SPD and Cohesion Fund projects was 5.9 billion Litas. Lithuania was also receiving assistance under the Transition Facility. The latter is to continue the Lithuanian institution-building and help address gaps in the administrative capacity to implement Community legislation and enforce it. 2007–2013, EU structural assistance Lithuania shall be granted by the European Social Fund, European Regional Development Fund and the Cohesion Fund under the 2007–2013 EU structural assistance in the recovery strategy (more than 23 billion Litas). The aim of article is analyze the implementation of EU assistance for Lithuania 2007–2013 years
A central aim of the Regional Policy of the European Union is a regional cohesion. Major instruments are regional policy programs financed via various European funds. The allocation of regional policy funds varies dramatically across regions even when one controls for regional development indicators. Thus, what political economy factors determine the access to financial support of regional policy funds? With this regard, the paper highlights the role of local government performance. Beyond, it is tested for spatial dependencies, e.g. if knowledge spillovers determine the ability to capture regional funds. Pars pro toto empirical analyses focus on the allocation of SAPARD funds in Slovakia using cross-section as well as panel data. The government performance is measured as a technical efficiency of local public good provision and derived within a non-parametric DEA approach. Results show that the government efficiency has a positive significant impact on the structural funding allocation. Furthermore, spatial dependencies occur. With respect to the program duration, it is concluded that knowledge spillovers take place, supporting a successfully program participation.
The article presents a synthetic analysis of a project called: "Sheep" launched by self-govern­ment authorities of the Małopolska Region. It focuses on economic activation of mainly mountain areas through increasing sheep population and restoring sheep farming in the sub- regions where tradition of sheep keeping is still vivid whereas fodder base is utilized insuf­ficiently. The main concept in the project focuses on free of charge bestowal of sheep flock numbering 25 heads on a farmer with a view of its further development (with financial assistance) to a parent flock of about 100 heads.
