Subject and purpose of work: The aim of the research was to determine the diversity of social development of all communes in the Podkarpackie province in two research periods of 2003 and 2013. Materials and methods: All functions such as LHDI were tested. The variant was used to group communes in the variant, comparing the Hellwig’s Taxonomic Development Meter based on the results analysis. Selection of own diagnostics was done in a natural way using TMR measures. Results: There is a positive decline in the number of communes in the lowest class by two units. At the same time, the number of four of two socially most developed groups decreased, and the number of communes with an average development level for growth. Communes that have maintained the position of socially the strongest in the region for years are: Krosno and Boguchwała. The largest increase over the analyzed years was recorded in Rzeszów, Trzebownisko, Przemyśl and Ostrów communes. Conclusions: The indicator analysis shows that the province is developing. This development is very diverse in a particular society in the Podkarpacie region, central and north-west.
The purpose of research is to analyze selected social indicators of rural sustainable development in the EU Member States in 2000-2012, and to determine their main tendencies. To describe those tendencies and changes that took place in rural areas, the factor analysis has been implemented. Three main factors have been worked out to determine the synthetic index (SI) of social development of rural areas of the EU Member States. It enabled the authors to affirm that the leading EU countries in terms of social development are Luxemburg, Denmark, the Netherlands, Belgium and Sweden, those among the least developed are the countries, which joined the EU after two last waves of its enlargement, namely Croatia, Latvia, Lithuania, Poland and Romania. The main reasons for such a differentiation are the quality of rural life related problems: rural poverty due to low incomes, great dependence on agriculture, depopulation, poor infrastructure etc.
The actuality of our topie is established and justified by the fact that the cohesion policy of the European Union is criticized very much nowadays. In our opinion, the criticism primarily focuses on the low efficiency of the use of EU funds and the increasing gap between the regions. It was mentioned even at the 2010 Open Days events in Brussels that the distribution system of funds in the Union is not perfect, but the current principles, system and the eligibility criteria have to be maintained. The strengthening of the Community and its cohesion policy is one of the priority tasks for the Hungarian EU presidency as they will get more importance due to the future enlargements.
Disproportions of economic, social and environmental in the development of rural areas occur at every level of an administrative division of a country. These disproportions are applicable to the actions which are and should be taken not only to better the economic situation of rural areas, but to increase the standard of living for the villagers as well. The aim of this article is both to identify and to evaluate the infl uence of factors which characterize the level of socio-economic development of environmental sustainability of rural communes in Małopolska Province. Analyses are based on multiple regression model which represents the approach used by Classical Statistics Analysis (enables the observation of the correlation between multi dimensional structures). Research embraces 125 rural communes, with the exception of urban and urban-rural communes, in Małopolska Province. The conducted researches demonstrate that factors of economic nature, particularly the size of own incomes of a commune and means of EU project fi nancing, exert the most powerful infl uence on the level of environmental sustainability of the researched rural communes.
Celem opracowania jest porównanie rozwoju społecznego gmin województwa lubelskiego przy pomocy metod taksonomicznych. Syntetyczny wskaźnik rozwoju gmin województwa lubelskiego został oparty na podstawie danych pochodzących z Banku Danych Regionalnych uwzględniając sześć obszarów badań: rozwój ludnościowy, dostępność usług zdrowotnych, dostępność i jakość usług oświatowych, dostępność usług kulturalnych, warunki pracy i bezpieczeństwa społecznego oraz warunki mieszkaniowe. Zestawienie pozwala na porównanie poziomu rozwoju społecznego wybranych gmin.
Wagners’s Law applies to increasing public expenditure borne by the central government and local governments. In this article the notion of local self-government spending is explained along with its role in satisfying local communities’ needs. The study involves a discussion of budget expenditures borne by local communes (municipalities, gminas) and cities with county rights and details the expenditures of the capitals of provinces (voivodships) in Poland. A hypothesis is put forward that in the years 1995-2011 the aforementioned governments allocated continuously increasing expenditures to satisfy public needs. Moreover, the aim of the article is to analyze the level and dynamics of budget expenditures of gminas and cities with county rights in the years 1995-2011. For these years, particular types of expenditures per capita shall be analyzed along with those borne by the voivodship capitals and their share in the general expenditure of the discussed administrative units.
A comparison of environmental sustainability in Belarus, Poland and Ukraine using the Environmental Sustainability Index calculated by the Centre for Environmental Law and Policy of Yale University shows a significant advantage of Belarus over Poland and Ukraine while a slight advantage of Poland over Ukraine. Belarus with ESI score of 52.8 points ranked 47, Ukraine with 44.7 points ranked 108 while Poland with 45.0 points ranked 102 among the 146 classified countries of the world. The state of natural environment in Belarus and Ukraine seems to be much better, while Poland has a distictive advantage with respect to the institutional issues in environmental management. All three countries have roughly similar impact on global environment, of a predominantly negative nature, with Belarus qualifying somewhat better in this respect.
Article deals with the problem of rural development from the perspective of service provision with an emphasis on core/basic services. It identifies roles of sectors in service delivery and conceptualizes devolution of responsibilities between them. Based on identifi ed roles and responsibilties, article presents different forms of partnerships between sectors. Discussion leads to construction of typology table for services according to activity type, consumer contact, service market, profit orientation of a partner, service urgency and contract arrangements. The use of the table is demonstrated by practical examples of selected services.
Agrotourism plays a huge role in the activation of rural areas. Its position and market power affects a number of external components and mechanisms. And although its positive impact on the economic and social development rural areas is noticeable, it also reveals a number of barriers related. An important aspect is to strengthen awareness of local communities concerning benefits resulting from the development of this non-agricultural source of income. Only then it will trigger a multiplier effect that will eventually lead to reduction of unemployment, job creation in sectors serving tourists, revenue growth and will improve both living standard and working conditions of the population actively involved. Improving the visibility of rural values, processing, traditional crafts, rural buildings can become a powerful magnet for tourists, tourists looking for new unconventional forms of recreation. Benefits of the development of rural tourism can become real if there is visible involvement and close cooperation between both - service providers and local authorities (government).
Local units which include in its territory a huge part of protected areas have the opportunities for multifunctional development. The community of Smołdzino, where the biggest part of territory belongs to the Slovinski National Park and its laggings, sets an example of a community with prospects of social and economic development. The change of functioning of agricultural areas connected with existence of the state agricultural farms as well as resulting from Polish accession to the European Union were all taken into consideration. In addition, there are presented directions of activities taken up by the local community. These activities would make it possible to take on an activity which brings measurable economic profits.
This study outlines the diversification of social and economic development in selected municipalities of Konecki Poviat of the Świętokrzyskie Voivodeship. It is based on statistical data contained in available statistical sources published by the Polish Central Statistical Office (GUS). Social and economic development has been assessed in connection with characteristics of population and economy. The period of transformation triggered numerous phenomena facilitating development of rural areas; however, it also introduced negative social and economic processes. The analysis emphasized the existence of numerous alarming demographic and social phenomena, which are the strongest on the outskirts of the Konecki Poviat. The population has dropped, partially due to declining birth rate. Moreover, in the analyzed period of time the outflow of population has decreased, presumably due to slumping urban labour market. Furthermore, in the area of this study ageing of population has been discovered as a result of decreased fertility and longer life expectancy. Social and economic transformations have considerable impact on changes in the labour market. With decreased industrial employment, the rate of unemployment has risen. Within all unemployed the most numerous group is composed of people at the age of 25-34. Unfavourable unemployment structure is preserved due to educational barriers for the population of rural areas. The second serious problem is inability to pull oneself together in the new reality. In order to overcome this negative phenomenon it is vital to find new ways of stimulating activity of the population. In the late few years the number of registered private business entities increased with the greatest group in trade and repairs. This is connected with relatively low costs of establishing such businesses. It should be noted that the development of the Konecki Poviat is diversified. Far better parameters related to description of demographic, social and economic phenomena are recorded in rural areas near towns than in municipalities located on the outskirts of the Poviat.
The research was carried out considering development of tourist settlement in coastal zone within Ustka community. It showed that in the zone under influence of various factors in coastal belt, a very attractive area was created with unique relaxing, sightseeing and specialist qualities. The results of research proved that in the period of 1991-2007, the greatest number of building permissions were assigned in the village of Rowy, and next in Przewłoka. The tourist colonisation occurring in seaside zone is a spatial and social process, creating in a modern way a multifunctional rural economy.

Strategie rozwoju gmin zachodniego pogranicza Polski

W pracy rozpoznano strategie rozwoju gmin zachodniego pogranicza Polski, ze szczególnym uwzględnieniem możliwości wykorzystania zasobów lokalnych i szans współpracy transgranicznej. Szczególną uwagę zwrócono na czynniki sukcesu i niepowodzeń w procesie opracowywania i wdrażania strategii lokalnego rozwoju. Badania zostały przeprowadzone w czwartym kwartale 2002 roku. W pracy wykorzystano głównie wyniki badań, które uzyskano w oparciu o wywiad z losowo wybranymi 140 wójtami i burmistrzami gmin zachodniego pogranicza kraju. Z badań wynika, że tylko 61,9% badanych gmin posiada opracowaną strategię rozwoju. Niepokojącym zjawiskiem jest fakt, że spośród gmin posiadających opracowaną strategię rozwoju tylko 64,6% gmin posiada program wykonawczy do tej strategii. Głównym problemem występującym przy opracowywaniu strategii rozwoju gminy jest brak środków finansowych, wykwalifikowanej kadry oraz niskie zainteresowanie samorządów i społeczności lokalnej. Generalnie należy stwierdzić, że proces opracowywania i wdrażania strategii rozwoju gmin napotyka na szereg barier, a głównie natury intelektualnej, finansowej, środowiskowej, w tym także mentalnej. Identyfikacja tych barier i ich eliminowanie między innymi poprzez budowę systemu intelektualnego wspierania rozwoju współpracy transgranicznej może znacząco zwiększyć skalę efektów społeczno-gospodarczego rozwoju gmin.
