Chances of the development of innovative herbal medicinal products - the extract manufacturer's view

In spite of the cost reduction policy of the health care system and drastic restrictions imposed by public health and environmental authorities, the development of innovative remedies is still the basis for growth and success of pharmaceutical companies. This also concerns the producers of extracts and herbal medicinal products. In this report the so-called basis and step innovations have been defined and adequate examples have been presented. An essential prerequisite for the development of such innovative herbal medicinal products is the preservation of reimbursement by state health plans. Owing to their good tolerability, herbal medicinal products are an indispensable alternative to chemical-synthetic drugs, especially in the long-term treatment of chronic diseases. As the intended exclusion of non-prescription medicines from reimbursement by state health plans (German health care system modernisation Law) primarily concerns the innovative HMPs, future development in this field seems to be hindered or even blocked. On account of the high costs of development as well as the incalculable investment risks described in this report, future development of herbal medicinal products will only be affordable for extract and herbal medicinal product manufacturers if an essential political and legal framework of the health care system is guaranteed on a European level.

Market liberalization and infl uence of the foreign competition were evident mainly in reductions of the areas with cereals, sugar beat and potatoes. In the case of sugar, there was mainly the infl uence of the reformation of sugar regimen by reducing the number of sugar beat processors. The year 2009 and also the year 2010 in terms of weather were very diffi cult for the farmers. Intensive rainfalls in Spring and very hot and dry weather in Summer affected all the plant production in negative way. The reasons for the price increase or decrease of commodities in the EU are as follows: cereals reserves, structural changes in the offer and demand, increase in demand on the Asian market, increase in biofuel production, protectionism business policy, currency development, low food production productivity in Africa and in other developing countries and climatic effects mainly in Europe (in the countries where cereals are mainly grown).

The development of production and application of plastic packages, much connected with their high resistance to the action of environmental factors, is a problem from the point of view of environmental protection. While discussing methods of reuse of plastic waste one has to consider the possibility of food packages' production from recycled polymers. When conditions which ensure the safety of a consumer of packaged food are determined, the problem should be tackled because of its ecological and economic aspects.
