The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged.
Subject and purpose of work: The work concerns the reduction of greenhouse gas emission thanks to renewable energy sources (RES) utilized in selected municipalities of the Lubelskie Province. The aim of the study was to assess the consistency between the tasks provided in low-emission economy plans (LEEP) and the strategic documents on RES, especially biomass. The investment priorities of municipalities regarding RES and the impact of these investments on the emission of CO2 have been presented. Materials and methods: The analysis covered 8 LEEPs and programming documents: EU, national and regional ones concerning RES. Results: EU and Polish policy contribute to the development of RES, including biomass, under the condition that their negative effect on the environment, resulting especially from biomass burning, is limited. Municipalities intend mainly to use solar energy, yet the technologies of biomass they suggest are not always in line with new trends. Conclusions: Measures limiting the emission of greenhouse gases, including the use of RES, are provided in the analysed LEEPs. However, some municipalities intend to produce energy from biomass, mainly in the process of combustion. As this is not in line with the latest EU recommendations, such plans should then be verified.
The article is arguing that town planning requires a new restructure of design methodologies. It is stating that the complex aspects of planning require division of the whole process and should concentrate not only on the physical development phase but on all the complex growth procedures and tendencies. It should start from visionary socio-economic ideas and restrictions which would lead to futuristic interpretations of human needs and environmental aspects. Because of the complex aspects, the approach should be divided into three tears. The complexity of urban procedures should be robust in the upper tears but flexible in detailed interpretations. This only will provide the opportunity to respond adequately to the changing circumstances in urban development tendencies. The attached maps and graphs provide clear indication of the required activities, topics and procedures for a modern approach to urban planning.
