The article aims to present the significance of low-emission (green) economy in Pułtusk Municipality (Gmina Pułtusk). The main source of air pollution in the municipality is emission resulting from the process of fossil fuel combustion to generate heat. The Low-Emission Economy Plan (LEEP) in Pułtusk is a strategic document describing the course of action aimed at achieving the targets of the climate and energy package. Action planned in order to implement the objectives set in the Low-Emission Economy Plan in Pułtusk Municipality will be financed by Pułtusk’s own budgetary resources and outside funds.
The article presents problems of using and meaning of territorial marketing in the development of local government units. The subject is presented on the example of the Thermal Spa Resort in Uniejów. The starting point of marketing action is learning about the socio- economic situation of the community. The evaluation of this situation for the community of Uniejów is presented in a form of the results of SWOT analysis and own empirical research. They concerned the social expectations regarding the promotion of the new spa function of Uniejów. The article presents chosen activities undertaken by Uniejów local government authorities related to building and promoting the city brand. On the grounds of the analysis of social expectations the directions of marketing activities were proposed. The paper also presents the appraisal of the effectiveness of marketing activities of Uniejów authorities.

This paper presents the relationship between mining municipalities and coal mines, as well as the basis for the functioning of these communities and mines over the last two decades. Post an analysis of the legislation, studies and the available literature the relationship that characterizes relations of mining communities and hard coal mines was presented. The author revealed on one hand, the benefits obtained on this account by mining municipalities, on the other hand, the problems that they face in relationships with entrepreneurs. One of the positive aspects is undoubtedly the role of mining companies as employers, who are, in a sense, educational policy makers, and as patrons of many social initiatives. Coal companies are also a stable source of taxes that come into the municipal budgets. Coal mining is also the mining damage, polluted environment and transformation of the landscape. These problems, of course, do not cover the full spectrum of problems, as they indicate only the most important ones of them. Relations of each municipality with a mine are different in details, but it is possible to find common elements, which have been shown divided into positive and negative aspects. This industry branch would be disastrous for mining communities, as evidenced by the situation in the municipalities where the coal mines were closed down. Therefore, it is necessary to work out agreement paths between the entities for which coexistence is necessary not only for the development of municipalities and mines, but especially for the residents.
The research presents central regions in Bulgaria using taxonometric method with relevant conclusions. Each municipality in central regions is particularly examined by the elaborated methodic materials. The developed agglomeration areas are situated in the central regions. Sofia agglomeration area is presented using General Spatial Plan of Sofia municipality and Municipal Development Plan (MDP) of Sofia metropolitan municipality. It is set out the vision of development and its priorities, objectives and measures.
The paper discusses land property management within the areas of three metropolitan cities of Poland (Kraków, Poznań and Szczecin) in 2001-2008, utilization of urban space and changes in functional and spatial structure of land use. The goal of the paper was to discuss the condition and directions of changes in municipal land properties, the structure of their distribution, and management of municipal land stock in order to secure it for public investment projects and for social, transport and technical infrastructure projects, as well as possibilities of preparing land for metropolitan projects, as well as land offers for those investors whom the municipality wants to attract. Also, the main problems which impede the implementation of spatial policies in communes are shown here.
Subject and purpose of work: The work concerns the reduction of greenhouse gas emission thanks to renewable energy sources (RES) utilized in selected municipalities of the Lubelskie Province. The aim of the study was to assess the consistency between the tasks provided in low-emission economy plans (LEEP) and the strategic documents on RES, especially biomass. The investment priorities of municipalities regarding RES and the impact of these investments on the emission of CO2 have been presented. Materials and methods: The analysis covered 8 LEEPs and programming documents: EU, national and regional ones concerning RES. Results: EU and Polish policy contribute to the development of RES, including biomass, under the condition that their negative effect on the environment, resulting especially from biomass burning, is limited. Municipalities intend mainly to use solar energy, yet the technologies of biomass they suggest are not always in line with new trends. Conclusions: Measures limiting the emission of greenhouse gases, including the use of RES, are provided in the analysed LEEPs. However, some municipalities intend to produce energy from biomass, mainly in the process of combustion. As this is not in line with the latest EU recommendations, such plans should then be verified.
The area covered by protected areas in Poland amounts to 33,1% and this figure varies as far as single regions are concerned; the region with the highest percentage of areas covered by them is in the Swietokrzyskie Voivodeship 62 %. There are 72 municipalities in the Swietokrzyskie Voivodeship among which in 49 protected areas cover more than the half of the area. These areas are usually landscape parks and protected landscape areas. One of those 49 is the Nowy Korczyn municipality, covered by protected areas in 97%. This paper presents the conditions and courses of eco-development preferred by the inhabitants of the selected municipality in the Nadnidzianski Landscape Park. The research was based on inhabitants opinions concerning particular courses of development, i.e. tourism, services, handicraft, industry and small business, folk culture and art, agriculture, food processing, and wildlife protection. The results show that agriculture and food processing are the most preferred courses of development in the protected areas of the Nowy Korczyn municipality.
Local taxes present compulsory financial payment given by law and specified by municipality general commitment regulation used for fulfilling municipalities needs without direct admission. Profits from these taxes generate income of municipality budget. The aim of the article is to present the amount of financial resources, which agricultural farms, as representative of rural municipalities economics base, contribute in municipalities budgets through the form of local taxes (especially real estate tax) and local fee, consequently which municipalities use for their future development.
