The limitations in electrical energy consumption in summer 2015 highlighted the need to support alternative energy sources in rural areas. Their use could have been supported throughout the country; however, only rural areas have rich supplies of biomass, the most accessible renewable energy source (uninfl uenced by weather conditions). The paper’s aim was to analyse major objectives and thematic areas of 60 local development strategies from the Małopolskie and Podkarpackie voivodeships. The assessment was conducted with respect to the strategic goals directed towards the use of renewable energy sources in rural areas. The investigated strategies, prepared by local action groups (LAG), covered the period of 2007–2013. The organizations were also examined in the research regarding their 2014–2020 development plans by means of an online survey. Renewable energy sources (RES) were included in detailed objectives or thematic fields in 50% of the examined 2007–2013 strategies. None of the major objectives of the investigated strategies touched upon renewable energy. Rural areas have the potential to increase their energy security; however, it requires adequate strategy and funds. Financial support for RES investment should be higher in those cases where biomass and flowing waters can be used. The organizations subject to the analysis put too little priority on the use of biomass and its local processing, allocating financial resources to solar thermal collectors and photovoltaics.
Changes in perception of the rural areas from the perspective of agriculture only gave the impulse for emergence of a new direction in the Common Agricultural Policy (CAP) of the European Union (EU). The Leader initiative established in 1991 aims at activating rural communities and rational local resources management. Local action groups (LAG) that assume the form of agreements of three local sectors (representatives of community, entrepreneurs and representatives of authorities) are the units implementing the Leader approach. The questionnaire based survey covering 44% of the LAGs operating in Poland was conducted. Thanks to that survey knowledge of the specificity and outcomes of their work was obtained.
The aim of the study is to describe the role of Local Action Groups (LAGs) under the Leader Programme in fostering entrepreneurship and employment in Lubelskie voivodeship. The hypothesis underpinning the study suggested that LAGs operating in rural areas of the Lublin region contribute insufficiently to job creation and provision of entrepreneurial incentives and play insufficient role in enhancing multifunctionality of rural areas. The study was based on document analysis and diagnostic surveys, including an interview questionnaire addressed to representatives of the offices of all 22 LAGs from the studied region. The results revealed that few projects were aimed at the development of non-agricultural functions in rural areas, and demonstrated insufficient involvement of LAGs in the implementation of projects in the bioeconomy sector, which is the key smart specialization of the region. In conclusion the authors assess the overall role of LAGs in creating jobs as marginal and call for paying more attention to the postulates of diversification assumptions resulting from the strategic development documents drafted for the region, including the Regional Innovation Strategy.
Subject and purpose of work: In recent years, kitchen incubators have captured increasingly larger and more sophisticated titles in the local and national press. Organised local producers have been applying for funds to build such facilities. This article aims to introduce the notion of a kitchen incubator, its functioning, as well as present its role in the local development in the food production industry. Materials and methods: The available Polish and foreign literature on the subject in question was studied. The current study was based on the analysis and observation of the kitchen incubators which are already in operation. Results: The investigations conducted have demonstrated that kitchen incubators constitute a very important element in the development of the local economy. Conclusions: The operation of kitchen incubators should be monitored so as to enhance their development.
