Renewable sources account for 6% of the total energy consumption in the European Union and this proportion is expected to increase to 12% by the year 2010. In the more prosperous west there is a long established tradition of generating energy from renewable sources. In Poland, with its coal based energy sector, such awareness is still very low and only recently have the efforts of conservationist groups, foundations and NGO’s been bringing results. In 1994 the National Agency for Energy Conservation was founded with the purpose to rationalise energy consumption and improve the management of national energy. In May this year, the Senate Commission for Environmental Protection scheduled a debate on the subject inviting expert participation. We therefore publish two papers from the debate.
