In the market economy, purposefulness of carrying out of a more active policy in relation to a specific domain raises controversies. If to ignore the theoretical issues, it depends, to a great extent, on the real possibilities to exert influence on the terms and conditions of trade functioning. They are limited in the case of central regulatory institutions that create universal solutions covering all the market players. Significantly greater, albeit insufficiently use, possibilities are possessed by the local regulatory centres. This results from both the local orientation of trade activity, its role in meeting the needs of local communities and the statutory obligations of those centres.
The paper aims at determining the competitive position of agri-food products manufactured in Poland in intra-Community trade and at establishing the changes in the competitive capacity of Polish agri-food sector on the European Single Market under the conditions of possible implementation of the new WTO agricultural agreement or failure to implement it. The ex post analysis and projection of changes in the competitive capacity of Polish agri-food sector in intra-Community trade was performed with the use of selected set of quantitative indicators of international competitive position and computable general equilibrium model drawn up by the Global Trade Analysis Project. Also some selected groups of agri-food products manufactured in Poland were divided into types according to their level of competitive advantages on the European Single Market. For the purpose we used the Ward method, from among the group of hierarchical agglomerative clustering methods. It was proved that until 2015 Polish food products would have a stronger competitive position on the European Single Market than raw materials. It was also emphasised that labour-intensive products should be still ranked among the most competitive products in intra-Community trade.
The Silesian shopping centres are mainly district centres located at the periphery and at the outskirts of towns as well as the regional centres, situated beyond towns or on the border of 2-3 towns, usually close to main transit roads or crossroads. The district and regional centres are differentiated by such features as selling area, size of the plot occupied, trade and service offer, number and type of shops located within the centre, location venue and customer service radius. Apart from the district and regional shopping centres, there are occurring in the Silesian Province residential-quarter centres, usually supermarkets surrounded by an arcade of several shops. Experts foresee that a new, attractive venue for location of shopping centres shall be middle-sized towns. These towns constitute a great developmental potential for investors in sopping centres across Poland. Experts assess that shopping centres will emerge in the Silesian Province till 2010 on the peripheries of middle-sized towns (37,8%) as well as at the peripheries of large (32,2%) and small towns (30%).
