Estimating the value of public construction works in Poland and the Czech Republic. The article outlines the legislation concerning the methodology of estimating the value of works in Poland and the Czech Republic. In both countries it is necessary for the public investor to respect the law governing public procurement, which defines the structure of compulsory documents needed for the tender documentation, but not directly the way of their preparation. In both countries, though, there exist model proceeding schedules for the calculation of the value of a public procurement for construction works. To illustrate and compare the calculation methods a sample calculation of the procurement value is presented for a selected thermal efficiency improvement project.

Obiekty budowlane ze względu na dużą różnorodność mogą być realizowane wieloma metodami. Specyfika robót budowlanych oraz warunki, w jakich realizuje się prace, generują liczne ograniczeń i czynników, które wpływają na przebieg prac. Pierwszą grupę uwarunkowań stanowią okoliczności wynikające z zasad organizacji oraz ze specyfiki planowanej inwestycji. Drugą grupą warunków ograniczających mogą być możliwości wykonawców, a kolejną warunki związane z konkretną lokalizacją, w której roboty będą realizowane. Decyzja o zastosowaniu określonych standardów organizacyjnych przy dużej liczbie czynników ograniczających może być trudna do podjęcia. Chcąc zaplanować przebieg robót i podjąć właściwą decyzję, można zastosować metody analizy porównawczej. W artykule przedstawiono możliwości zastosowania metod analizy wielokryterialnej do oceny organizacji robót budowlanych oraz przeanalizowano przykładowe inwestycje z uwzględnieniem wariantów ich realizacji.

Weather conditions as a risk factor in sewage system constructions

Construction works in the open air, in particular laying sewage systems, are susceptible to weather conditions. Weather conditions, such as very high or low emperatures, strong winds, intense and prolonged precipitation, interfere with work and they can even lead to cessation of construction. In consequence, the construction work lasts longer than originally assumed. On the other hand, it is impossible to alter weather. Therefore, it is vital to conduct a thorough identification of threats related to adverse weather conditions. This work makes an attempt to determine basic relationship between adverse weather conditions and the possibility of completing construction work according to a schedule. This analysis is a part of Schedule Risk Assessment. The findings show that the frequency of adverse weather occurrence is high and it affects schedule risk with special regard to air temperatures below -5°C and above 25°C. Thus, before starting construction, the probability of adverse weather conditions should be considered. Accurate identification of weather factors during the planning phase may help in accumulation of adequate reserves. Therefore, any unavoidable circumstances that are forced by adverse weather seem to be allowed in the schedule. This work focuses on air temperature, precipitation and wind because of their greater impact on construction. The presented research covers one calendar year. The conducted analysis proves that adverse weather conditions during construction are risk triggers. To asses its true significance further research is needed, especially concerning longer time of observation.
