The aim of this paper is to present the character and scale of the investment activity of the Wisznice Commune in the years 2010-2012, with particular focus on the investments co-financed through the European Union funds. It also demonstrates the level of activity of the Wisznice Commune’s self-government in the absorption of the European funds, in comparison with other rural communes in the Lubelskie Voivodeship. The Author’s research proves that the Wisznice Commune is one of the leading rural communes in the Lubelskie Voivodeship in terms of the number of submitted applications, the obtained amount of subsidies per one inhabitant, and the value of investment spending. The scale and character of its investments indicate a high level of activity and innovativeness of its local leaders. In effect, the analysed Commune is also one of the leading rural communes in terms of general development, and can serve as an example to other rural communes in the Lubelskie Voivodeship. Subject and purpose of work: The aim of the article is to assess the phenomena of sigma convergence of labour productivity in agriculture and other sectors of rural economy in Polish regions during 2003 – 2014 in the context of the amount of European funds designated for agriculture and rural areas. European supprt was compared to the Gross Added Value of agriculture, forestry, hunting and fishery. Materials and methods: The subject literature and statistical data received from the Agricultural Modernization Agency and the Local Data Bank of the Central Statistical Office were used. The empirical data regarding the level of agriculture in regions as well as the data on the resources utilised from the European Union were examined in order to assess the correlation between them and the phenomenon of regional sigma-convergence. Results: The study confirms the sigma convergence of the Gross Value Added per units of funding obtained from the European Union Budget and different level of sigma convergence of GVA / PE in regions. Conclusions: Sigma convergence assessment of the Gross Value Added per person employed in regions shows that in the analyzed period three phases could be distinguished: convergence (2003 – 2008), divergence (2008 – 2010) and stagnation (2010 – 2014).

In this article problems were introduced on functioning of agricultural production groups which are established to improve the processing and marketing of farm goods. After fulfilling certain conditions, each group may apply for the financial support from the EU and domestic funds. They might be spent on administration or management. Since the new regulation was implemented the number of groups has been growing.
The article presents the results of research on the agrotourist entrepreneurship. Such entrepreneurship is understood, among other things, as rural service providers inclination towards self organization of agrotourist associations, willingness to cooperate with farmers running agrotourism farms, foreign language skills and intention of making use of European Union funds.

Use of EU funds in promotion of peripheral areas

Subject and purpose of work: The aim of this paper is to assess the use of EU funds in promotion of peripheral areas on the example of five provinces of Eastern Poland. The detailed objectives are defined as follows: identification of projects co-financed by the EU aimed at promoting economy or tourism, including promotion of tourism-related products and assessment of using the EU funds in promotion of Polish enterprises abroad. Materials and methods: The research material is a database of projects co-financed from EU funds for 2007-2013, projects devoted to carrying out promotional activities (economic or tourist promotion) were selected for the analyses. Results: Spatial and quantitative diversification of promotional activities co-financed from EU funds in Eastern Poland was quite significant, with the highest absorption in the Lublin province. Among beneficiaries implementing promotional projects the largest group were entrepreneurs and local governments, primarily at the commune level. Conclusions: In the examined area, EU funds were used primarily to promote enterprises on foreign markets, also through participation in trade fairs organised on many continents, and to promote economy and tourism of local government units.
Due to the specifi c problems of the rural areas in the Małopolska Province, the measures directed at the support of their multifunctional development are of a particular importance. Such measures are one of the principal aims of the rural areas development policy. This paper is an attempt to determine the direction of the spatial allocation of the funds received in the framework of the selected measures within the Rural Development Program (PROW) in the years 2007–2013, assigned to the support of the multifunctional development of rural areas, taking into account the socio-economic development level of the communes in the rural areas of the Małopolska Province. The results of the study suggest a territorial variations in the funds’ absorption and the existence of signifi cant differences in this respect among the studied communes. However, on the level of individual communes, no relationships among the socio-economic development level of a commune and the total value of the subsidies obtained by the benefi ciaries in the commune were revealed.
The aim of the paper is to identify the products of projects of co-financed from the EU Aid Funds in the field of cultural assets in the Lubelskie voivodship. The analysis was conducted using the SIMIK database of the Ministry of Infrastructure and Development of the Republic of Poland. The data related to years 2007 to 2013 (2015). The study shows that in the territorial self-government units which are functionally linked up to rural areas, including rural communes, small towns and land counties, the main way of the use of grants for cultural projects are the investments aimed at adapting cultural objects to the fulfilment of new functions, including, first and foremost, grants for gastronomic and hotel services as well as the development of sports and recreational facilities. This results in the improvement of social and economic conditions, mainly due to the creation of new jobs and additional sources of income. In highly attractive tourist centres, such as Zamość, Nałęczów, Kazimierz Dolny, and Puławy, as well as in the voivodship capital, Lublin, the largest share of the expenditures goes for the purposes relating to revalorization of the objects of culture.
The authors in the article presented information on the possibility of separating rainwater from municipal sewage and the possibilities of its re-use. They based their considerations on the experience of municipalities in the European Union (EU), the Dutch one in particular. The choice of the Dutch municipality of Apeldoorn was not coincidental. Apeldoorn has the highest rainfall level in all of the Netherlands. What is more, The Netherlands is one of those European countries that is highly advanced in water management. This is due to the fact that it is a small country with a very dense population, which must deal with the distribution of water resources for very populated municipalities. Moreover, 50% of this country is situated below the sea level, which causes problems with excess water in coastal provinces. The Dutch are therefore trying to manage water using all technical and legal possibilities. This article presents some solutions related to the separation of rainwater from municipal sewage and the financial possibilities offered by the municipality of Apeldoorn. The authors also shortly presented history of the use of rainwater, including Polish experiences. The authors applied research methods based on examination of documents in the municipality of Apeldoorn and interviewed municipal employees responsible for the project of separation rainwater from sewage.
Przedstawiono aktywność właścicieli gospodarstw rolnych w zakresie pozyskiwania środków finansowych pochodzących z dopłat bezpośrednich oraz przedstawiono sylwetkę zawodowo-społeczną rolników. Badania przedstawiają także zainteresowanie rolników różnymi formami dopłat. Przedstawiono również oczekiwania rolników w stosunku do Unii Europejskiej oraz trudności napotykane przez rolników przy składaniu wniosku.
The European integration represents the process of a continuous expansion of cooperation and help. We can definitely add drawing of the financial support from EU funds among the ways of help. The paper discusses this issue and also focuses on evaluating the contribution of funds and their use in the wood processing industry as the way of economic growth support. It describes the theoretical knowledge and the options of the structural funds drawing directed into this area and at the same time it analyzes the significance of marketing communication as an inseparable part of the projects submission process and their consecutive implementation.
Subject and purpose of work: The paper presents an analysis of investment activity in Biała Podlaska in 2008-2015 and evaluation of this activity by the local community. Main directions of investments, including funds from the European Union have been presented. Materials and methods: The paper has been prepared on the basis of the literature, programming documents of the city and own research based on the sample of 100 residents. Descriptive method, statistical analysis and graphical presentation of the results of research have been used. Results: The paper has confirmed that investments are a key factor in the development of every city and the use of this factor by means of the inflow of funds from the outside depends on the attractiveness of the city and the surrounding region and activity of the municipalities. The city of Biała Podlaska has undergone a deep restructuring and changed in the functional structure. Investments have been integrated into strategic and operational development objectives of the city. The level of investment in Biała Podlaska puts the city at the forefront of towns in the Lublin region and ensures stability of development. Conclusions: The research has confirmed the role of investments in urban development and the role of European funds in the investment process. In addition to the cognitive results the research has revealed the need to develop marketing activities and coordination, providing the possibility of better use of resources and geographical position to re-industrialization of the economy. The support of local authorities is needed to develop academic, industrial, transportation and logistics functions.
