W efekcie sondażu opinii władz lokalnych zgromadzono wiedzę bezpośrednio przydatną do opracowania strategii rozwoju obszaru aglomeracji lubelskiej. W stosunku do 28 podlubelskich gmin określono walory i zasoby, trudności funkcjonowania oraz przewidywane zagrożenia. Rozpoznano preferowane kierunki przyszłego rozwoju poszczególnych terenów, jak również płaszczyzny współpracy międzygminnej i funkcjonalnego integrowania aglomeracji lubelskiej.

Local governments in the Lublin area have been surveyed and the process has produced valuable information to be used for the elaboration of a development strategy for the area. Resources and strengths of 28 communities have been identified as well as their current problems and potential threats. Development goals and objectives for all studied communities have been explored and communication and collaboration channels between communities have been examined. The Lublin area under study is predominantly rural with significant organic farming potential, a good source of healthy food. Not to be ignored are raw material and engineering resources, cultural heritage, population and good geographical location. Priorities most often mentioned by local governments in the area are food production, tourism and recreation and various types of small business (mainly services and small manufacturing companies). Major industries are not generally welcome and if at all, they must meet stringent environmental requirements. The most frequently mentioned barrier to local development are limited financial resources and deepening poverty resulting from unemployment (in urban/industrial communities) and from declining farming (in rural communities) is frequently listed as the major threat. Environmental concern is widely expressed (shortages of potable water caused by ground water depletion, risk posed by transport routes, limited infrastructure for indirect pollution control for water and air). The study has shown the most positive development, i.e. more pro-active community involvement and forming partnerships to tackle local problems. Poor infrastructure and limited funds make it necessary for communities to get together, implement joint projects, share experience and generally integrate the area functionally. Resulting from the research is a bulk of area-specific information which can be used in the process of formulating a development strategy, and most importantly, of identifying specific tasks which call for co-ordination of local and regional agendas, bottom-up support and community involvement.
