Przedstawiono poziom ubóstwa obszarów wiejskich w krajach UE. Termin ten oznacza istnienie pewnych charakterystyk tych obszarów, które są gorsze niż w miastach: oddalenie od centrum rozwoju, ograniczony dostęp do łączy szerokopasmowych i intemetu, niższy poziom wykształcenia ludności oraz ograniczone uczestniczenie w kształceniu ustawicznym. W większości krajów istnieje przepaść cyfrowa między obszarami wiejskimi i miejskimi. Korzystanie z technologii informacyjnych i komunikacyjnych jest wyższe w krajach Północnej Europy niż w krajach Południowej i Wschodniej Europy. Poziom wykształcenia ludności na obszarach wiejskich był ogólnie wyższy w krajach z grupy UE-12 niż w UE-15. Kształcenie ustawiczne jednak było bardziej popularne w krajach UE-15.

The article presents the level ofpoverty ofrural areas in the European Union countries. This phenomenon means the existence of a possible disadvantage of the rural context in comparison with the urban one. The factors ofpoverty of rural areas, analysed in this article are: remotness and education, i.e. DSL coverage and Internet take-up, educational attainment and lifelong learning. In most countries an important digital gap in rural areas is observed. ICT usage is generally higher in northern Member States, than in most southern and eastern countries. The share of people who achieved at least upper-secondary education in rural areas was higher in the EU-12 than in the EU-15. Life-long learning is generally more common in the EU-15 than in the EU-12 countries.
