In Poland, regional policy towards rural areas is not being realised. Regional financing of rural areas development is part of „Support programme years 2001-2002". In this programme however, it is hard to determine the amounts of money transfered to the country. In the structural funds utilization conceptions, after the access to the European Union, regional preferences of developing these means are not provided for. The country is perceived in a similar way. Not only it is not a subject of regional policy, but it is not even a separate addressee of the preaccession funds. Hence farmers in Poland very emotionally react to the first, very unfavourable for them, proposals in matter of the size and the obtaining conditions of direct payments presented in February 2002 by the European Comission. They think that this group of help means can be a real source of support for them in competing with the EU farmers.
