Zaprezentowano możliwości wykorzystywania różnorodnych instrumentów polityki fiskalnej do realizacji priorytetowego celu polityki rolnej, który określono jako wzrost dochodów rolniczych. Instrumenty te można podzielić na efektywne i nieefektywne. Kryterium owego podziału wynika z dodatkowych skutków, jakie wywołuje stosowanie tych instrumentów. Instrumenty efektywne to takie instrumenty, które poza wzrostem dochodów prowadzą także do zmian strukturalnych w rolnictwie, natomiast instrumenty nieefektywne, pozwalają co prawda na realizację tak sformułowanego celu polityki rolnej, ale hamują przekształcenia strukturalne.

The article presents possibilities of using various fiscal policy instruments to achieve the main goal of the agricultural policy, which is here defined as an increase of the agricultural incomes. These instruments can be divided into two categories: effective and ineffective. That criterion comes from the additional effects, which are caused by the usage of these instruments. Effective instruments cause not only the increase of incomes but also lead to the structural changes in agriculture. Ineffective instruments admittedly allow to achive the goal of the agricultural policy, but brake the structural changes.
