The European Union re-defined the role of agriculture in developing rural areas earlier than it was done in Poland. Although the agricultural functions of rural areas are still viewed as the most important, much attention is now paid on to diversification, what means the incorporating of service sector and industries in the form of small and medium enterprises into rural space. After modernizing agriculture and introducing small business into rural areas, and especially after developing their tourist and recreational functions, the stage has been reached where the local activity is being stimulated. Governments, without exception, will find it hard to secure high living standards, to develop new infrastructure and to create jobs in the countryside without getting the communities actively involved in local development. Fostering active attitudes among rural communities is a slow process, one that requires patience and unceasing efforts. We must accept that the multifunctional development will take time. However, it is the policy of diversification that may have a great impact on the achievement of many strategic objectives in rural areas.
