Autorki prezentują model konstruowania programu aktywizacji turystycznej gminy, łączącego w sobie problematykę przestrzenną z elementami rynkowej gospodarki turystycznej. Model zilustrowany jest przykładem 5 gmin żywieckich, dla których został opracowany program aktywizacji turystycznej.

Socio-economic pocesses arising in Poland oblige to make some alterations in the present formulations and solutions and to work out some new methods, among others, in planning works for tourism development. Therefore, an attempt has been made to work our a study which could combine the problems of physical planning with the elements of market economy in scope of tourism. A proposal of such a study is the programme of activation of tourist trade in a community. In the first part of the article, being of theoretical character, the model of establishing the programme for activation of touristic trade in a community has been dealt with. The assumptions of this model and the model itself have been presented together with its three elements concerning diagnosis, concept and information. In the second part, the authors describe an example of application of this model to the programme of tourism activation for a complex of five Żywiec communities. The article contains also an outline of appraisal of possibilities to activate touristic trade and the basic trends of activities in this domain: selection of such kinds of the tourist traffic which have the best development possibilities, selection of those places which are the best qualified for tourism activation, as well as the ways to limit the competition of other touristic centres situated in the neighbourhood of these five communities. Finally, the authors give some recomendations related to implementation of the activation programme for five communities of the Żywiec region.
