PL

Efektywna realizacja programu Natura 2000 w Polsce wymaga zmian w dotychczasowym zarządzaniu zasobami przyrody. Dotyczy to zarówno konieczności przejścia z tradycyjnego systemu opartego na wymogach ochrony poszczególnych elementów przyrody na bardziej nowoczesny sposób zarządzania, uwzględniający udział społeczeństwa, jak i opracowania zasad jego przeprowadzania. Wydaje się to niemożliwe bez skorzystania z doświadczeń innych krajów, w tym głównie Stanów Zjednoczonych, gdzie partycypacja społeczna ma najdłuższą historię, jest regulowana prawnie i obecnie już rutynowo stosowana. W niniejszej pracy przedstawiono wyniki badań nad doświadczeniami włączania społeczności w zarządzanie ochroną przyrody. Badania przeprowadzono wśród amerykańskich pracowników instytucji sektora ochroniarskiego. Wyniki ewaluowano pod kątem ich przydatności przy wdrażaniu programu Natura 2000 w Polsce

Effective completion of Natura 2000 tasks in Poland requires changes in the current management system of nature conservation. It implies both shifting from strictly traditional one (considering the biophysical perspective to be the most important perspective in the resource management decisionmaking process) to more modern (characterized by public participatory approach), and creating a system allowing for their practical application. It seems to be impossible without using experience of other countries, particularly United States of America, where public participatory approach has a long history, currently required by the law and commonly used. In the following paper we describe results of the study on involving local societies into nature conservation management conducted among American employees of various nature protection institutions. Their usefulness for the Natura 2000 implementation in Poland was than evaluated
