Artykuł relacjonuje wyniki badań przeprowadzonych wśród samorządów gmin wiejskich i miejskich na temat roli planu zagospodarowania przestrzennego w działalności samorządu i w związku z tym potrzeby posiadania planu przez gminy. Analizowano pożądane zmiany w problematyce i zakresie planu oraz uprawnieniach gmin w dziedzinie gospodarki przestrzennej, nawiązując do zmian zamierzonych w ustawie o zagospodarowaniu przestrzennym.

This paper discusses the results of studies carried out in more than twenty gminas of different types on the role of physical planning in the work of the local self-government. These studies covered, e.g., planning work, comments on the need for a plan, its range and nature, and the principles of daily operations; in this case, considering unplanned activities, e.g., unauthorized building. The studies were carried out in two stages. In 1991, the results questioned the very existence of local planning: - plans were rejected as inadequately flexible documents which did not comply with the specific nature of the self-government's work. In 1993, at almost all the gminas, planning work was already underway. However, the studies revealed that, despite the fact that the need for developing a plan was recognized, self-governments tended to have a fairly negative attitude to long-term plans, with unknown prospects of implementing the program and objectives, taking much longer than one term in office. In direct statements, they supported partial plans, designed for implementing their own tasks or ordering building. Even in 1993 particular misgivings were aroused by the legal consequences of adapting a plan - viz. conflicts and financial liabilities which could be an effect of making public long-term investment projects in the distant future or other restrictions on private owners' freedom of action. Gminas were not prepared for it and the practice, viz. the scale of unauthorized building, the attitude to it and the solution of this problem, indicated that the self-government administration had hardly any influence on what happened in physical planning in its area. To a large extent, it was a result of inconsistent law, and many amendments were proposed, e.g., gradual development of new regulations - "the planning code" - based on emerging problems and experiences in solving them.
