W artykule przedstawiono rozwiązania zawarte w planie miejscowym gminy Raciechowice, sporządzonym w dostosowaniu do warunków funkcjonowania samorządu lokalnego w latach 90. Stanowią one autorską próbę podejścia do tego problemu, a zarazem uwzględnienia wymagań nowej ustawy o zagospodarowaniu przestrzennym.

This paper presents the characteristics of the gmina of Raciechowice as the object of a local plan, some solutions specified in the plan and their expression in the text and charts of the plan as well as methods for reaching such solutions. The gmina of Raciechowice (fewer than 6,000 inhabitants) is situated within the area of the Middle Beskidy Mountains, about 40 km away from Cracow. Mid-quality soils undergo strong erosion on the slopes. Cereal production dominates there. In addition, there are fruit farming and egg and fowl production. Farms are very small. An essential part of the residents are unable to live on only agriculture. As the opportunity of employment outside the gmina is now gone, recently its residents have tried to set up craftsmen's businesses, open shops, bars etc. The housing in the gmina is very dispersed; out of 15 villages, it is only in a few that more distinct housing concentrations occur. The folllowing functions were assumed in the gmina plan as the bases for socio-economic development: agriculture, recreation, tourism and unharmful economic activities. An essential condition of development is a need for protection of nature resources (including drinking water resources) and of landscape and cultural values. Another barrier to development is lack of free gmina-owned land. The independent authors' team tried to develop the plan on natural science grounds, by carrying out multi-aspect evaluation of the gmina area from the point of view of the development of functions and protection of environmental values. This led to a division of the gmina into three types of functional areas ("ecological", "agricultural" and "built- up") and formulation for them of appropriately directed physical management principles (assignments of the plan). Another principle was to conceive of the plan as a legal ground for actions of the self-government of the gmina of Raciechowice in the present, real conditions of its work. Accordingly, the solutions involved in the plan were based on a broad recognition of not only the occuring problems, but also the conditions for the implementation of the plan. In working towards the formulation of the plan as a local set of regulations, stringent ordering rigours (the division into substantive documentation with information-giving content, formal-legal documentation consisting of evidence to that the procedure of plan development has been met and the "plan" - solely with regulatory content). The very content of the regulatory act was formulated according to the convention of a legal act; the chart of the plan was treated as an attachement to this act, one involving physical references to the regulations instituted in the content of the plan.
