„Rozlewanie się" miast (urban sprawl) stanowić będzie zapewne główne wyzwanie urbanistyczne rozpoczynającego się właśnie stulecia. Zamieszczony w niniejszym artykule program projektu badawczego zawiera bardzo szeroko zakreślony zestaw zagadnień, których opracowanie przyczynić się może - zdaniem autora - do poprawy efektywności zarządzania zrównoważonym rozwojem miast europejskich, w tym również polskich. Wśród spodziewanych naukowych efektów realizacji projektu na szczególną uwagę zasługują: 1. Zdefiniowanie rodzaju przedsięwzięć inwestycyjnych spełniających warunki MILU, czyli intensywnego i wielofunkcyjnego wykorzystania terenu. Aktualnie obowiązująca wstępna definicja sformułowana w wyniku Spotkania Założycielskiego Grupy Roboczej MILU brzmi następująco: „Wielofunkcyjne i intensywne wykorzystanie terenu oznacza stworzenie możliwości jednoczesnego lub przemiennego w czasie wykorzystywania różnorodnego programu budynku/zespołu obiektów, w celu ożywienia kontaktów społecznych i minimalizacji zagrożeń dla środowiska przyrodniczego. MILU stanowi narzędzie do optymalizacji jakości zagospodarowania przestrzennego obszarów zurbanizowanych". 2. Identyfikacja wszystkich ograniczeń (gospodarczych, socjologicznych, ekologicznych, infrastrukturalnych, legislacyjnych itp.) oraz okoliczności sprzyjających najbardziej efektywnemu wdrażaniu zasad MILU, w szczególności podczas rewitalizacji miejskich obszarów zdegradowanych. 3. Określenie modelowych zestawów kombinacji programowych, stwarzających możliwość optymalnego wykorzystania środków transportu zbiorowego, miejsc parkingowych oraz infrastruktury wodno-kanalizacyjnej i energetycznej. 4. Studia porównawcze najciekawszych przykładów zrealizowanych i projektowanych inwestycji typu MILU - nie tylko z obszaru: Berlina, Lizbony, Oslo, Paryża, Warszawy i Wiednia, tj. miast wstępnie wytypowanych na poligony badawcze. 5. Opracowanie modelu ekonometrycznego określającego, w zależności od dopuszczalnej gęstości zabudowy, optymalną konfigurację programową dla MILU realizowanych w wyizolowanym obiekcie, w bloku zabudowy i w ramach rejonu urbanistycznego. 6. Ustalenie, w jaki sposób i w jakim stopniu realizacje projektów inwestycyjnych typu MILU oddziałują na rynek nieruchomości w ich bezpośrednim sąsiedztwie oraz w skali dzielnicy i całego miasta. 7. Opracowanie rzetelnej metody umożliwiającej ocenę projektu MILU z punktu widzenia zrównoważenia generowanych potrzeb transportowych z oferowanymi możliwościami dostępności komunikacyjnej. 8. Określenie w wyniku studiów socjologicznych głównych przyczyn obserwowanego w większości dużych miast zjawiska wyludniania się obszarów śródmiejskich - wyprowadzania się różnych grup ludności (szczególnie dotyczy to rodzin z małymi dziećmi) do osiedli podmiejskich. 9. Stworzenie najbardziej skutecznego schematu organizacyjnego partycypacji społecznej w procesie planistycznym oraz partnerstwa publiczno-prywatnego w fazie uzgadniania i realizacji nowych projektów typu MILU. 10. Opracowanie w wyniku analiz studiów przypadku (por. pkt. 4) wytycznych odnośnie optymalnego składu grupy inicjatywnej (obejmującej m.in. naukowców, projektantów i analityków), powoływanie w celu przygotowania założeń projektowych i nadzoru nad realizacją większych zamierzeń inwestycyjnych typu MILU. Należy oczekiwać, że wzbogacenie wiedzy z zakresu planowania przestrzennego i marketingu urbanistycznego przyczyni się - poprzez wdrożenie w praktyce projektowej - do wzrostu atrakcyjności miast polskich zarówno dla inwestorów, jak i turystów zagranicznych.

„Urban sprawl" will certainly constitute the main urban challenge of just starting century. The included in the hereby article programme of the research project consists of a very broadly drafted set of issues which working out may be contributive, in the opinion of author, to the betterment of management effectiveness through the sustainable development of European cities also with Polish included. Among the expected scientific effects of the project implementation on the special attention deserve: 1. The definition of the kind of investment ventures which comply with the MILU requirements, the intensive and multifunctional utilization of urban land. The up-to-date obligatory introductory definition, formulated as the result of the Establishment Meeting of the Working Group MILU sounds as follows: ..Multifunctional and intensive utilization of urban land means the creation of abilities of the simultaneous or convertible in time utilization of the various programme of building/group of edifices, with aim to enliven the social contacts and the minimalization of threats for the natural environment. The MILU constitutes the tool to the optimization of the spatial management quality on the urbanized areas". 2. The identification of all restrictions (economic and sociologic, ecologic and infrastructural, legislative, etc.) and the circumstances which are friendly to the most effective implementation of the MILU rules, in particular, during the revitalization of urban degraded areas. 3. The model definition of the sets of programme combinations, creating the ability to the optimum utilization of public transport media, parking places and the water-sewerage and energetic infrastructure. 4. The comparative studies on the most interesting examples, carried on into practice and designed investments of the MILU type - not only from the area of: Berlin, Lisbon, Oslo, Paris, Warsaw and Vienna, i.e. the initially selected cities for the research fields. 5. The working out of the econometric model which defines respectively from the affordable build-up density, the optimum programme configuration for the MILU implemented in the isolated object, in the housing block and in the frame of urban reyon. 6. The statement how and in to what a degree the projects investment carried on of the MILU type are influencing on the real estate market in their direct neighbourhood as well as in the scale of the urban district and the entire city. 7. The working out of the reliable method which enables the evaluation of the MILU project from the point of view of sustainability of generated transport needs with the offerred possibilities of transport accessibility. 8. The recognition, as the result of sociological studies, the main reasons of observed in a great majority of big cities the phenomenon of depopulation in city centres. It particularly concerns the families with small children leaving out of different inhabitants groups to the suburban estates. 9. The creation of the most proficient organizational scheme of social participation in the planning process and the public-private partnership in the phase of setting up and implementing of the new projects of the MILU type. 10. The working out as the result of analyses of the case studies (comp. p.4) the outlines referred to the optimum membership in the initiative group (including inter alia: scientists, designers and analysts), called into being with aim to prepare the design assumptions and the on site supervision of the greater investment ventures of the MILO type. We ought to expect that the enrichment of knowledge from the range of the spatial planning and urban marketing will conduce by entering upon the project practice to the attractiveness of Polish cities both for investors and foreign tourists.
