The article discusses the methodological approach for the Planning Study for the Katowice Region. The Region is the only one in Poland to have entered into what is known as a Regional Contract with the central Government. The Contract and the Development Strategy are two major building blocks for the study. The following have been identified: the role of the study in the regulatory functions and responsibilities of the Regional Governor (Voivode) (see: Chart 1); regional objectives; regional policy makers; regional economic, political and systemic context (see: Chart 2); and the functions of the study (information and diagnosis, creation and projection, negotiation, review and warning, promotion). Major work to develop the study includes: building an independent data base, using existing and new research on development issues (analytic and diagnostic work, prognosis, co-creation of development strategy, setting goals and objectives, operations and programmes).
