W artykule przedstawiono uwarunkowania rozwoju komunalnej gospodarki ściekowej do 2015 r. oraz koncepcje programowe i przestrzenne zintegrowanych systemów w tej dziedzinie infrastruktury. Wskazano kierunki polityki państwa wspierające realizację zbiorczych systemów odprowadzania i oczyszczania ścieków komunalnych w nowej perspektywie finansowej 2007-2013.

The concept of the development of municipal wastewater disposal in Poland until 2015 defined in the National Municipal Sewage Treatment Programme since 2003 constitutes an instrument for the implementation of EU environment protection standards. The government-adopted strategies are presented against the background of con- ditions stemming from the achieved state of management in the field of infrastructure before the accession to the European Union (years 1995-2004) and legal regulations transposing EU directives to Polish legislation. Indicated is the main goal and principles of reaching the EU standards in the cre- ation of collective systems of sewage disposal and treatment. The basie reąuirements are as follows: creation of collective systems on compact settlement areas, delineation of servicing area based on a commune's planners' documents, fulfilment of technical and financial criteria of shaping the rangę of the sewerage system supplying sewage to the treatment plant. The programme and spatial concepts of collective infrastructure systems have been characterised in three selected groups depending on the size of the agglomeration and the number of its residents from 2 to 100 thousand plus and in regional arrangement - in provinces. Taken into account were also the initially identified smali systems up to 2 thousand residents not included in the National Programme. The parameters characterising the infrastructure systems set the length of the sewerage network to be built, the type and flow capacity of sewage treatment plants, investment and modernisation outlays to be implemented at the end of 2005, 2010, 2013 and 2015. Presented are instruments of implementing the concept of wastewater disposal in Poland in the 2007-2013 perspective as compared with the first period - 2003-2005. The systemie regulations of carrying out the development-oriented policy undertaken by the government, include the fields of infrastructure connected with environment protection to the priorities of national regional policy. Government declarations cover the engagement of state budget resources for co-financing the enumerated undertakings and fulfilling the monitoring, control and coordination functions in the implementation of the development strategy.
