			The essence of irregural development of rural areas consists in the fact that this phenomenon occurs regardless of the kind of economical policy within the market system as well as in the ordering- distributing economy. That is why the processes of increasing already existing spatial disproportions are so percistent and their effects have serious social and economical consequences. There are also no easy methods of forming the quantity of regional differences in the country. The experiences of the European Union countries point out that this may be most difficult section of economical policy in relation to rural areas. For these reasons it appears that some effect in this matter may be achieved in Poland mainly by elaborating and introducing a regional formation system of rural areas. Such a system, however, should be created gradually. It should begin from qualifying the basis for regionalization, through formulating the purposes and separating rural areas considered as structurally underprivileged, by selecting the instruments and methods of supporting these regions and it should end on legal and institutional regulations.
