In the EU countries the budgets of research institutes (involved in plant genetics, breeding and biotechnology) and scientific centres affiliated to universities are financed in 50%-70% from the state budget. In certain cases this amount grows as much as to 80%. The remaining part of resources is gained from the EU projects, undertakings sponsored by individual companies, services, consultations and breeding licenses. The policy of EU governments in the scope of financing research programmes for plant breeding varies from country to country. It would be useful to study the different solutions adapted by various countries in order to create our own policy aimed at promoting useful research for plant breeding. It seems that the private as well as governmental companies are not prepared to take the role of main sponsor in this area.
