Podstawą metodyczną opracowania Planu ochrony Kaszubskiego Parku Krajobrazowego jest przyjęcie zasady trójochrony, czyli integralnie traktowanej ochrony walorów przyrodniczych, kulturowych i krajobrazowych. Istotą trójochrony jest gospodarowanie w przestrzeni w nawiązaniu do przenikających się i warunkujących wzajemnie procesów przyrodniczych i kulturowych, których odzwierciedleniem jest krajobraz. Analiza skuteczności działań ochronnych podejmowanych w przeszłości w KPK wykazała szereg jej negatywnych przejawów. Z kolei diagnoza aktualnych problemów i prognoza problemów trójochrony wykazała szczególną konfliktogenność obszaru parku. Skuteczność działań podejmowanych w przyszłości na rzecz trójochrony, co uwarunkuje celowość dalszego istnienia parku, zależeć będzie zarówno od jakości planu ochrony, jak i możliwości oraz skuteczności wdrożenia jego ustaleń.

The Kashubian Landscape Park Conservation Plan is expected to provide a basis for policies and identify goals, measures and activities to ensure the protection, promotion and communication of the Park's heritage within the context of the local economy. Integrated conservation is the primary concept adopted in the plan, i.e. natural, cultural and landscape heritage is subject to integrated protection. At the heart of the integrated conservation lies managing space in relation to the interpenetrating and interdependent natural and cultural processes reflected by landscape. The Kashubian Landscape Park Conservation Plan is implemented in three major phases: preparatory phase, detailed frames and general frames. The general frame is a summary of the plan and is adopted by the relevant Regional Governor (Voivode) in the form of a Regulation. The identification of the natural, cultural and landscape heritage of the Park and of the local economy has surfaced the integrated park conservation issues and allowed to evaluate the current conservation measures. Several detrimental developments are identified which compromise the Park's quality. The review of current and future integrated conservation issues reveals a large potential for conflict resulting from the high value of the Park's assets and the impending pressure to make use of them. Two major development scenarios are presented. One assumes that the assets will retain their high appeal and the other foresees that they will decay dramatically and the current status of the landscape part will be hard to maintain on the whole territory. The success of future integrated conservation, which will make the Park a viable proposition, will depend on the quality of conservation planning and effective implementation.
