W nawiązaniu do już istniejących regionów współpracy transgranicznej w Europie Zachodniej przedstawiona została własna koncepcja trzech osi współpracy transgranicznej na powiązania Morza Północnego ze Śródziemnym, Bałtyku z Adriatykiem oraz Bałtyku z Morzem Czarnym.

Axes of transborder co-operation are proposed which be based on the existing trans- border regions in Western Europe. The links would draw upon historical, geographical, geopolitical, social and economic traditions. The proposed axes are: - North Sea - the Mediterranean running along the borders of Germany, the Netherlands, Belgium, Luxembourg, France, Switzerland and Italy; - Baltic Sea - Adriatic running along the borders between Western European Countries and former eastern bloc countries. The authors believe this has an excellent potential for success, despite political, social and economic obstacles; - Baltic Sea - Black Sea along the borders between former Soviet Union countries and former eastern bloc countries. The paper discusses preconditions for such links following the transformation of the Soviet Union juxtaposed with increasing integrative trends in the region. The concept of creating a Bug Euroregion is briefly introduced and foundations for regional collaboration between Ukraine, Poland, Belorus, Estonia, Lithuania and Latvia are proposed. Borderland physical development programmes are being designed by IGPiK, Warsaw, Dipromisto Institute, Kiev and the Urban Design Research Institute, Minsk. Similar efforts are made in Slovakia at the Urbion Institute, Bratislava and the KAII Institute, Budapest.
