PL

Coraz częściej wyrażana jest opinia, że innowacja stanowi dla krajów członkowskich UE podstawę trwałego wzrostu gospodarczego oraz umożliwia poprawę warunków ekonomicznych i społecznych. Skutecznie realizowana polityka proinnowacyjna państw Unii Europejskiej, obejmująca sferę badań i wdrażania rozwiązań naukowych do praktyki, może się przyczynić do zwiększenia innowacyjności gospodarki w E uropie. Cele europejskiej, w tym również polskiej polityki w dziedzinie badań naukowych i innowacji mogą być osiągnięte tylko dzięki systemowemu podejściu uwzględniającemu interaktywny charakter innowacji oraz skoordynowaniu polityki naukowo-technicznej z innymi politykami społeczno-gospodarczymi. Wymaga to zintegrowanego podejścia do procesów innowacyjnych poprzez działania legislacyjne i kierowanie procesami reform mikroekonomicznych i strukturalnych. Artykuł omawia występujące uwarunkowania procesów innowacyjnych oraz zakres przewidywanych działań zarówno po stronie Komisji Europejskiej, jak i państw członkowskich na rzecz wsparcia innowacyjności na obszarze Europejskiej Przestrzeni Gospodarczej.

Innovation is repeatedly stated to be the basis for constant economic growth and a possibility of improving economic and social conditions for the UE member states. The effectively realised pro-innovative policy of the European countries, including the area of research and implementing scientific solutions, may contribute to the increase in innovativeness of the European economy. The European objectives, therefore also Polish aims, in the area of scientific research and innovation may be only achieved using the systematic approach, considering the interactive nature of innovation and due to co-ordination of scientific and technical policy with other social and economical policies. This requires an integrated approach to innovative processes, consisting of both legislative activities and appropriate management of the processes of micro-economical and structural reforms. The article describes the present conditions of innovative processes and the scope of forecast activities both on the side of the European Commission and the member states for the support for the innovativeness within the European Economic Area.
