Na pograniczu ochrony przyrody i planowania przestrzennego ujawnia się problem dotyczący interpretacji i wdrażania różnych koncepcji obszarowej ochrony przyrody, określanych mianem „sieci ekologicznych" - ecological network. Termin ten używany bywa zamiennie z innymi terminami, takimi jak: habitat network (sieć siedlisk), Territorial System Ecological Stability (Terytorialny System Stabilności Ekologicznej), Green Main Structure (Główna Struktura Zieleni), naturę frame (struktura/ramy ekologiczna / przyrodnicza), Network of Ecologically Compensating Areas (Sieć Obszarów Kompensacji Ekologicznej). Podstaw teoretycznych koncepcji sieci ekologicznej doszukać się należy w biogrograficz- nej teorii wysp i teorii metapopulacji. Duże znaczenie dla rozwoju koncepcji miały także badania nad stukturą krajobrazu, prowadzone w ramach ekologii krajobrazu - model płatów i korytarzy, a także teoria geokompleksu, stanowiąca podstawę wyróżniania przyrodniczych jednostek przestrzennych. Głównym celem tworzenia sieci jest zapewnienie względnej trwałości i stabilności funkcjonowania krajobrazu - poprzez zachowanie przestrzennie powiązanych obszarów naturalnych oraz półnaturalnych. Tworzą ją zatem obszary nazywane „biocentrami," obszarami „źródłowymi" lub „węzłowymi" oraz struktury pasmowe lub liniowe zapewniające powiązania między tymi obszarami, pełniące funkcje „korytarzy ekologicznych". Sieć nie jest bytem obiektywnym. Tworzy ją planista/ekolog krajobrazu, przypisując pewne funkcje (obszaru węzłowego lub biocentrum, korytarza) wytypowanym obszarom, a następnie ustalając warunki realizacji tych funkcji. Często popełnianym błędem jest utożsamianie sieci ekologicznej z systemem obszarów prawnie chronionych. Nie zawsze można i trzeba stawiać znak równości między „siecią" i „systemem". Powoływanie obszarów prawnie chronionych stanowi jeden z głównych instrumentów wdrażania koncepcji sieci ekologicznych. Jednak obok niego równie ważnym jest planowanie przestrzenne. W procesie tworzenia planu zagospodarowania przestrzennego (lub innego dokumentu planistycznego) jest miejsce zarówno na identyfikację potencjalnych elementów sieci (a w tym analizę i ocenę dotychczasowej skuteczności lub potrzeb ochrony prawnej poszczególnych obszarów), jak i na jej kształtowanie poprzez odpowiednie zapisy ustaleń planu, dotyczące sposobu użytkowania i zagospodarowania tych elementów. Sieci tworzone są na różnych poziomach zarządzania. W latach 90-tych z inicjatywami międzynarodowymi wystąpiły Rada Europy i Unia Europejska. Obecnie rozważa się następujące koncepcje: - EECONET (European Ecological Network) 1 - była to pierwsza europejska inicjatywa „sieciowa", rozwijana na podstawie holenderskiej koncepcji z lat 80-tych, zawartej w holenderskim narodowym planie ochrony przyrody z 1990. W 1992 koncepcja została przyjęta przez Radę Europy jako idea paneuropejskiego systemu ochrony dzidzictwa przyrodniczego. - PEEN (Pan-European Ecological Network) 2 - opracowanie i wdrożenie projektu PEEN stanowi pierwszy z 11 priorytetów zawartych w Planie Działań na lata 1996-2000, opracowanego w ramach realizacji „Paneuropejskiej Strategii Różnorodności Biologicznej i Krajobrazowej". Jest to więc w istocie ta sama koncepcja, która została wyżej opisana. -Natura 2000. 3 - program ten stanowi inicjatywę Unii Europejskiej na rzecz ochrony przyrody całego kontynentu, a szczególnie - zachowania dziedzictwa przyrodniczego Europy. Do wyznaczenia sieci Natura 2000 zobowiązuje kraje członkowskie Dyrektywa 92/43 w sprawie ochrony naturalnych siedlisk i dzikiej fauny i flory tzw. „habitatowa". - Emerald Network 4 - sieć tę stanowią obszary (Areas ofSpecial Conserwation Interest - ASCIs) wytypowane na podstawie Konwencji o ochronie dzikiej fauny i flory europejskiej i ich naturalnych siedlisk - tzw. Berneńskiej {The Comention on the Conservation of European Wildlife and...). System obszarów chronionych, funkcjonujący w Polsce na podstawie ustawy o ochronie przyrody z 1991, uznać można w pewnym sensie za sieć ekologiczną, choć prawdopodobnie nie spełnia ona wielu wcześniej omawianych kryteriów. Sieć ta powstawała oddolnie, początkowo głównie jako koncepcja przestrzenna, wpisana zwłaszcza w plany zagospodarowania przestrzennego województw, opracowywane w latach 1975 - 1978. W latach 1995-1998 pojawiła się kolejna koncepcja sieci. Był nią ECONET-PL, którego opublikowanie zbiegło się z pracami nad Koncepcją polityki przestrzennego zagospodarowania kraju oraz studiami zagospodarowania przestrzennego dawnych województw. ECONET-PL stał się jedną z zasadniczych struktur przestrzennych wpisanych w te dokumenty. Podsumowując dotychczasową praktykę zauważyć należy, że omówione wyżej sieci ekologiczne podzielić można na mniej lub bardziej sformalizowane - w rozumieniu prawnych podstaw ich tworzenia i funkcjonowania. W obu przypadkach planowanie przestrzenne ma znaczący, choć nieco inny udział zarówno w tworzeniu sieci, jak i w zapewnieniu warunków jej funkcjonowania.

On the borderline of the nature protection and the spatial planning the problem concerning the interpretation and implementation of different concepts of the area protection of nature, defined as,.ecological network", reveals. This term is sometimes interchangeably used together with another terms such as: habitat network. Territorial System of Ecological Stability, Green Main Structure, nature frame (ecological/natural structure/frame), Network of Ecologically Compensating Areas. The foundations of theoretical concepts of ecological network we can find in the bio-geographical island theory and in the theory of metapopulation. The exploration of the landscape structure, run in the frames of the ecology of landscape - the model of patches and corridors, as well the theory of geocomplex, constituting the base for the distinction of natural spatial units, were also of big importance for the development of the concept. The main objective of the network creation is to assure relative permanence and stability of the landscape functioning by keeping on spatially bound, natural and seminatural areas. Then they are consisted of areas called „biocentres", ,source", „core" and strip or line structures which assure the interrelations between these areas which fulfill the function of ..”ecological corridors”. The network is not the objective existence. It is composed by a planner/ecologist of landscape ascribing some functions (of core area or biocenter, corridor) to appointed areas and next we establish the conditions of realization of these functions. A frequently made mistake is to identify the ecological network with the system of legaily protected areas. We cannot always and we ought not to put a mark of equality between ..network" and ..system". The setting up legally protected areas is one of main instruments of the implementation of ecological network concept. However, equally important nearby is spatial planning. In the creation process of the spatial management plan (or another planning document) is the place both for the identification of potential network's elements (and the analysis and evaluation of existing till now proficiency or need for legal protection of particular areas included). As well on its shaping by the proper descriptions of planning statements, concerning the way of usage and management of these elements. The networks are set up on the different levels of management. In 90's the Council of Europe and the European Union declared in favour of the international initiatives. Nowadays the following concepts are considered: - EECONET (European Ecological Network) 1 - it was the first European „network" initiative, developed basing on theDutch concept from 80's, included in the Dutch national plan of the nature preservation, dated 1990. In 1992 the concept was accepted by the Council of Europe as the idea of “ Pan-European system of the natural heritage protection. - PEEN (Pan-European Ecological Network) 2 - the working out and the implementation of the PEEN project is the first of 11 priorities included in the Plan of Activities for the period 1996-2000, worked out in the realization frames of „Pan-European Strategy of Biological and Landscape Diversity". It is then the same concept like the above described in fact.Nature 2000 . 3 - this programme is the initiative of the European Union for the protection of nature of the entire continent and particulary the maintenance of the European natural heritage safe. The Directive 92/ 43 on protection of natural habitats and wild fauna and flora obliges the member countries to mark out the network Nature 2000. - Emerald Network . 4 - this network is composed by the Areas of Special Conservation Interest - ASCIs) predicted on the base of The Convention on the Conservation of European Wild Fauna and Flora and Their Natural Habitats - so called „Bern". The system of protected areas, functioning in Poland on the base of the act on the protection of nature from 1991, one can consider in a sense as the ecological network, although most probably it does not fulfill any earlier discussed criteria. This network was set up from the bottom, initially mainly as the spatial concept, inscribed especially in the plans of voivodeships' spatial management, worked out in the period 1975-1978. In the period 1995-1998 another one concept of the network appeared. It was ECONET- PL, which publication coincided with the works on the Concept of Spatial Management Policy of the Country and the studies of spatial management of former voivodeships. ECONET-PL became the one of crucial spatial structures, inscribed in these documents. Summing up the hitherto existing practice we ought to notice that the above discussed ecological networks we can divide into less or more formalized - in the understanding of some principles for their creation and functioning. In both cases the spatial planning has got an important, although a little different participation, as in the setting up the network as well in assuring the conditions of its functioning.
