W artykule dokonano teoretycznej i empirycznej analizy wpływu jednolitych dopłat bezpośrednich na konsumpcję, oszczędności, produkcję oraz inwestycje gospodarstw domowych rolników. Oceniono również skuteczność transferów budżetowych skierowanych do rolników oraz ich wady i zalety.

This paper examines theoretically and empirically the economic and social problems of decoupled farm payments in the UE. Conceptually, decoupled payments are lump-sum income transfers to farm operators that do not subsidy neither production activities nor inputs. Support that is targeted specifically to income is expected to be well-behaved way to redistribute wealth without distorting production decisions and markets. However, in many ways decoupled payments can indirectly affect investments on farm and agricultural production. From an income transfer efficiency position, fixed income payments would be relatively much effective in targeting money to farm household.
