W artykule przedstawiono zagadnienie prywatyzacji gruntów Skarbu Państwa poprze: kapitał miejski. Analizie poddano przejęcia gruntów przez kontrahentów miejskich - osoby prawie i fizyczne - z zasobu AWRSPOT w Bydgoszczy na terenie województwa kujawsko-pomirskiego. Szczegółowo przeanalizowano stan, strukturę, kierunki i dynamikę przejęć w latach 1992-2002.

The process of taking over state lands by inhabitants of towns is a new form of agrarian transformation in Poland. The authors analysed this phenomenon on the basis of lands managed by the Agricultural Property Agency of the State Treasury (APA) in the Kujawsko-Pomorskie voivodeship. It has been pointed out that contractors from towns leased or purchased 57 000 ha the State-owned lands, i.e. 23 % of the total area belonged to the APA. These lands are concentrated mainly in suburban zones of the large cities: Bydgoszcz, Toruń, Włocławek, and in the zones of considerable touristic-recreational values (i.e. those lying in Pojezierze Brodnickie and Bory Tucholskie). The largest group of urban contractors (42% of the total purchased lands) came from three above mentioned towns. There are musty (72%) the legal persons. In the analysis of lands taken over by urban contactors, the size structure and the period were also consid-ered. Some 53% of the taken land was below 1 ha and 16% of the contracts were realized in 2001.
