In the years 1918 – 1926, organizational groundwork for physical education and sports was laid. These domains were within the competence of the Ministry of Religious Denominations and Public Enlightenment, the Ministry of Public Health and the Ministry of Military Affairs. Except for theoretical assumptions concerning the establishment of local Committees on Physical Education and Cadet Corps, the problem of physical education and sport in rural areas — as a system — was not solved. The activities of the State Office for Physical Education and Cadet Corps in the years 1927 – 1939 brought about many positive changes regarding physical culture in rural areas of Polish Second Republic. Not only did those changes apply to theoretical issues, but also headed towards implementation of goals and tasks in practice.
