Celem badań była analiza i ocena wpływu przekształceń własnościowych państwowego sektora rolnictwa na zmiany strukturalne w woj. warmińsko-mazurskim. W analizach wykorzystano dane z raportów z działalności AWRSP (ANR) Oddziału Terenowego w Olsztynie w latach 1992-2009 oraz dane statystyczne GUS. Poziom i dynamika zmian strukturalnych w rolnictwie w głównej mierze warunkowana jest polityką państwa, obowiązującymi przepisami prawa oraz uwarunkowaniami ekonomicznymi.

Process of proprietary changes in agriculture is being carried out in Poland for almost 20 years. Local Branch of Agricultural Property Agency in Olsztyn has carried out its activity on a very big area with territorially varied participation of State Agricultural Farms in land management. The authors of act concerning proprietary changes didn’t predict that it will last so long and it will cause other effects than assumed. By the end of year 2009 807.3 thousands ha were taken over by the Store, of which from 85% were State Agricultural Farms. Permanently 63.6% were managed. 86 871 tenders were announced and 60.3% of them were adjudicated. Territory of lands offered for lease and sale was more than 2.5 bigger than taken over. Among various forms of managing the agricultural property dominated lands: sold (47.9%), lease (26.3%) and transferred free of charge (15.7%). Results of proprietary changes infl uenced changes in agrarian structure, which resulted is reduction of farm number to over 65.6 thousands of individual farms and increasing average territory of farms to 13.9 ha of agricultural lands. Amount of farms of every territory groups was reduced apart from farms of area between 2 and 5 ha of agricultural lands and those of area over 30 ha of agricultural lands. In the last group changes were brought mostly on the basis of Agricultural State Farms as a result of creating huge area farms by ransom or lease by different transactors. In following years effi ciency of management and forming territory structure will be infl uenced by terms of assigned lease contracts, use of pre-emption, economic situation and rights resulting from public policy.
