Rozwój społeczno-gospodarczy obszarów wiejskich zarówno w opracowaniach naukowych, jak i programach rządowych upatruje się w pozarolniczej działalności gospodarczej. Wielofunkcyjność tych obszarów nie musi oznaczać, że we wszystkich regionach Polski rola rolnictwa będzie malała. Niniejsze opracowanie dotyczy roli tego sektora gospodarki dla właściwego rozwoju obszarów wiejskich.

In both research documents and government projects, the socio-economic development of rural areas is seen as stemming from non-agricultural activity. The multifunc-tional character of those areas need not mean that the role of farming is going to be on the decline in all the regions of Poland. The role of this sector of the national economy is determined not only by its share in GDP generation, which keeps showing a downward tendency throughout the country, but also by the importance of food production for the country and farming productivity for the regions. It is assumed in agricultural geography that productivity is determined by the volume of agricultural output with reference to such factors of production as land, labour, and capital. A synthetic indicator based on data characterising these factors made it possible to establish the level of farming productivity in voivodeships and to evaluate the importance of agriculture for the given region. What features strongly in Polish agriculture is subsidiarity, or com-bining farming and non-farming activities, and hence several sources of income. After Poland has joined the EU, subsidiarity in rural areas will change due to the various payments the country will be eligible for. The level of payments will differ from region to region and will certainly affect agricultural productivity.
