Dokonano analizy problemu poszerzenia Unii Europejskiej o kraje Europy Środkowo-Wschodniej z punktu widzenia ekonomicznej teorii klubów. Unia Europejska spełnia kryterium klubu, który oferuje swoim członkom niekonkurujące, ale możliwe do wykluczenia dobra klubowe, takie jak na przykład polityka rolna czy fundusze strukturalne. Kryterium optymalnej wielkości klubu, zróżnicowanie gospodarcze krajów członkowskich oraz konflikty interesów mogą spowodować, że w ramach samej UE będą tworzyć się kluby złożone z państw o jednakowym poziomie rozwoju gospodarczego, które będą zamknięte dla innych, pozbawiając je tym samym możliwości korzystania z dóbr klubowych.

The paper deals with the eastward enlargement of the European Union. Within a year Poland and seven other Central and Eastern European countries are likely to become the EU members. The heterogeneity between the accessing nations and the present members, particularly in the area of agriculture, is expected to increase significantly governance problems in the enlarged Union. The study concentrates on these problems from the perspective of club theory. The EU can be recognized as a club that provides non-rival but excludable goods. Unlike purely collective goods, for which the club size is infinite, club theory starts from the assumption that membership size is an endogenous variable. In order to sustain EU governance, it is concluded that the heterogeneity of the new club members requires the initiative of creating clubs in the club.
