An analysis of existing methods and models of programs management processes of development of complex systems was carried out. Scientific and methodical foundations of a systems study into programs management processes for development are disclosed. Substantiated is the necessity of improvement of programs management processes for the development of fire extinguishing systems in rural settlements on the basis of consolidation of standards for programs management and configuration management.
